Dastan Bekeshev: The Presentation of State Awards Should Have an Element of Surprise

Deputy Dastan Bekeshev expressed the opinion that the awarding of state honors should happen unexpectedly. He made this statement during a meeting of the Jogorku Kenesh while discussing the draft law "On State Awards, Honorary Titles, and State Prizes of the Kyrgyz Republic."

In his view, it is necessary to reconsider the existing award system.

“Currently, those being awarded are forced to collect documents and obtain signatures from colleagues themselves, whereas, in fact, it should be the other way around. The bodies responsible for awarding should check the candidate's criminal record and gather the necessary documents themselves to maintain the element of surprise during the awarding of state honors. Otherwise, receiving an award becomes not just a mark of recognition, but a manifestation of vanity, when a person is actively seeking their own award,” Bekeshev noted.

He also added that deputies are often approached with requests to help obtain various titles and awards. “Sometimes it’s even embarrassing to ask the elders: ‘Do you really need this? Will you become smarter or more respected because of this certificate or title?’ It is essential to unequivocally change the approach to the system of assigning state awards,” the deputy emphasized.

The head of the Ministry of Justice, Ayaz Bayetov, agreed with the raised issue, noting that the process of obtaining state awards has turned into a chase for collecting documents. “If the draft law is adopted, the commission responsible for awarding is ready to reconsider its working procedures,” he added.

It is worth noting that the draft law proposes to reduce the number of state awards from 46 to 20.
