Zhapаров: The GKNB will focus solely on intelligence and counterintelligence

During the interview, Japarov also responded to criticism regarding the work of the State National Security Committee (GKNB). He noted that he is aware of the opinions of citizens who believe that the agency's employees too often display their identification cards.

“I understand that this causes dissatisfaction. I have told my friend more than once: 'We need to raise the authority of the GKNB. Its prestige should be at the level of the KGB of the USSR, not at the level where IDs are shown in kiosks.' This is unacceptable,” the president emphasized.

The head of state also discussed incidents related to the detention of security service employees and issues concerning the expansion of their powers.

“On the day the video about the fight against intimate services was published, I said: 'Transfer this work to the Ministry of Internal Affairs, it is their competence. The GKNB should not stoop to such a level,'” he added.

Japarov reported that investigations are underway regarding those involved in corruption cases, but details are not yet disclosed.

The president also noted that during the reform process, the Border Service and the State Guard Service have already been excluded from the GKNB.

“A serious reform of the law enforcement agencies is ahead. I had planned to start it earlier, but the timelines were shifted for various reasons. Now, I hope to begin implementation soon,” he stated.

According to the new plans, the GKNB will focus on tasks related to intelligence and counterintelligence, protecting constitutional order, as well as combating terrorism, extremism, banditry, and drug trafficking.

“The GKNB will retain the right to conduct investigations in these areas, but it will not interfere in the economy. No one should know about the activities and employees of the GKNB,” emphasized Sadyr Japarov.

He added that after the reform, the GKNB will become “a real special service, similar to the former KGB.”

“They will retain the right to investigate within their profile, and we will prepare a clear list of powers that will be enshrined at the legislative level,” noted the president.

As for the Ministry of Internal Affairs, after the reform, the ministry will focus solely on its core functions.

According to Japarov, the reform is designed for the long term. Plans include creating the necessary infrastructure, preparing a decree, and submitting relevant bills to the Jogorku Kenesh.

“This is work for the future. We will prepare buildings and technical infrastructure, issue a decree, and then submit bills to the Jogorku Kenesh. After their adoption, organizational work will begin,” he added.

The president noted that the implementation of the reform will begin later, after the SCO summit and the World Nomad Games this year.

“We will start working on the reform next year,” concluded Sadyr Japarov.
