On February 23, Zheenbek Kulubaev spoke at a high level at the Conference on Disarmament, taking place in Geneva under the auspices of the UN, marking Kyrgyzstan's first participation in this conference.

In his speech, the minister emphasized that the global security system is undergoing significant changes. He noted that this is accompanied by increasing distrust among states, the weakening of existing agreements, and the rapid development of military technologies that outpace international legal norms.

The minister also highlighted the importance of nuclear-weapon-free zones as a key tool for building trust and reducing global threats. In this context, he presented Kyrgyzstan's initiative, which is a depositary and one of the founders of the Treaty on a Central Asian Nuclear-Weapon-Free Zone, aimed at strengthening the institutional framework of this treaty and expanding cooperation with the UN.
