Today, at a meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev spoke out against the initiative of the Ministry of Internal Affairs to conduct on-site knowledge checks of traffic rules for drivers. He believes that such measures could lead to corruption and the creation of new sources of income for the traffic police.

“If we leave this to the discretion of the traffic officers, they could become millionaires. Those who are supposed to fight corruption often get involved in it themselves and quickly enrich themselves. Many issues on the roads are resolved for money. Granting such powers to those who do not always know the rules is a path to a new corrupt system. Instead, it would be better to install video cameras than to pass such bills. Otherwise, we will face arbitrary interpretations of violations,” emphasized Bekeshev.

He also raised the question of the existence of similar practices for checking knowledge of traffic rules in other countries.

In response, Deputy Minister of Internal Affairs Oktobyr Urmambetov noted that according to current legislation, drivers who commit three violations must retake the traffic rules exam.

“There is no such practice in the world. Our goal is to simplify the process of resolving violations on-site. More than 90% of traffic accidents occur due to violations of traffic rules by drivers. Who will be responsible for human casualties? Analysis shows that even experienced drivers commit serious violations. We are actively fighting corruption among our staff, so I disagree with the deputy's opinion,” added Urmambetov.
