President of Kyrgyzstan, Sadyr Japarov, made the decision to withdraw from the Jogorku Kenesh the bill proposed by the Ministry of Internal Affairs, which concerned checking drivers' knowledge of traffic rules directly on the roads. He noted that the initiative is not completely closed and may be resumed when the employees of the State Traffic Safety Inspectorate are properly prepared. The head of state announced this in an interview with the news agency "Kabar".

- You withdrew the bill from the Ministry of Internal Affairs, which implied conducting exams on knowledge of traffic rules on the roads. The public reacted positively to this decision. Does this mean that the initiative is canceled, or can it be implemented in another form?

- The idea came from the Ministry of Internal Affairs. It was planned to stop drivers to check their knowledge of traffic rules. If a driver did not know the traffic rules, their license would be revoked, and they would have to retake the exam.

Although this approach has its advantages, I believe that its implementation is premature at this time. It is important to fully prepare the employees of the State Traffic Safety Inspectorate first. It is no secret that some of them are not always confident in their knowledge of the rules. Therefore, this initiative can only be revisited after the inspectors are professionally ready.

The main goal of this measure is to reduce the number of traffic accidents. I constantly emphasize that the increase in accidents is due to people who previously bought driver's licenses without undergoing training. This leads to tragedies and injuries among citizens. Checking knowledge is one of the methods to combat this problem. Our people often talk about "lustration" — and this is also a kind of "lustration".

We have conducted a cleansing in the highest echelons of power over the past five years and have almost completed this process. Now it is time to pay attention to other areas. How else can we restore order in this field? If we do not pursue violators, the number of accidents will only increase. People will die or become disabled. Therefore, this situation needs special attention.

Now the purchase of driver's licenses will become practically impossible. The state has taken this issue under strict control. We must make those who previously acquired licenses study the rules. Only then will the roads of Kyrgyzstan become safer.
