The Cabinet excludes 34 settlements from the list of high-altitude areas. What will change for the population?

Some settlements that were previously classified as high-altitude are no longer included under this definition. The State Migration Service of Kyrgyzstan proposes to introduce a temporary transitional period for local residents working in these areas. This document has been presented for public discussion.

In the explanatory note to the proposal, it is stated that the purpose of the document is to establish a procedure for providing social support and guarantees for individuals who permanently reside and work in the excluded settlements. This will help ensure a smooth transition to new socio-economic conditions after a number of villages are removed from the list of high-altitude areas.

“During the inventory of settlements, it became necessary to exclude some of them. As a result, it was decided to remove 34 settlements that do not meet the criteria for high-altitude status. Since 1997, residents and workers of these villages have been receiving supplements to social benefits and wages based on established coefficients,” the document notes.

To avoid a sharp deterioration in living conditions for the population and to support the principles of social justice, the draft resolution provides for a temporary provision. During the validity of this provision, citizens who permanently reside and work in these settlements at the time of their exclusion will retain the right to receive supplements and coefficients. The text of the provision itself is not yet available for review.
