The Committee of the Jogorku Kenesh on Science, Education, Innovations, and Other Important Aspects has approved a bill for the ratification of an intergovernmental agreement between Kyrgyzstan and Russia. According to this, a new campus of the Kyrgyz-Russian Slavic University is planned to be built on a site of about 30 hectares in the Baytik rural district of the Alamudun region in the Chui province.

Deputy Minister of Science, Higher Education, and Innovations Bekbolsun Borubashov reported that the agreement was signed on November 26, 2025, in Bishkek. It concerns the conditions for the construction of the KRSU campus and stipulates that the Kyrgyz side will allocate land, which will be transferred to the university for indefinite use.

As Borubashov noted, the land allocated for the campus is provided free of charge through the State Property Management Fund. He also added that the Kyrgyz side will be responsible for resolving land and engineering issues, while the Russian side will fully finance the construction of the campus. The first phase of the project is expected to allocate about 15 billion rubles.

Currently, the agreement is under consideration in the State Duma of Russia, and after the construction is completed, all property of the campus will remain the property of Kyrgyzstan.

Borubashov also emphasized that the agreement is in the review stage and is awaiting approval from the Russian authorities.

Under the terms of the agreement, after the construction is completed, all real estate will be owned by Kyrgyzstan.
