New KRSU Campus: Kyrgyzstan to Allocate Land and Provide Infrastructure

A draft law on the ratification of the agreement between the governments of the Kyrgyz Republic and the Russian Federation regarding the conditions for the construction of a new campus of the Kyrgyz-Russian Slavic University, named after the first president of Russia Boris Yeltsin, has been presented to the Jogorku Kenesh. This document was signed on November 26, 2025, in the capital of Kyrgyzstan, Bishkek.

The purpose of the agreement is to create a new campus in Kyrgyzstan, which will allow for the expansion of the infrastructure of the KRSU. The project includes the development of the university's educational base and the creation of conditions for the education of up to 15,000 students, including the construction of educational buildings, dormitories, as well as social and engineering infrastructure facilities.

According to the terms of the agreement, the financing and construction of the campus facilities are the responsibility of the Russian side, which will also handle the design, construction work, equipment supply, and commissioning of the facilities.

The Kyrgyz side undertakes a number of obligations necessary for the successful implementation of the project. In particular, it will:



Kyrgyzstan also guarantees the allocation of a land plot of at least 30 hectares for the construction of the campus.

According to the annex to the agreement, a plot of 27.82 hectares has been allocated for the project in the Baytik rural district of the Alamudun region of the Chui province, as well as an additional plot of 2.15 hectares, which has been reclassified from agricultural land to urban land for the needs of campus construction.

To monitor the implementation of the project, a bilateral commission will be established, tasked with coordinating construction work, addressing arising issues, and overseeing the fulfillment of the agreement.

Upon completion of construction, all campus facilities will be transferred to the ownership of the Kyrgyz-Russian Slavic University.

After the ratification of this law, the Ministry of Foreign Affairs of the Kyrgyz Republic will notify the Russian side of the completion of all internal procedures necessary for the agreement to come into force.
