The Return of the Recidivism Institute. The Federal Penitentiary Service Will Have to Build a Special Regime Colony

At a meeting of the Committee of the Jogorku Kenesh on Judicial and Legal Issues and the Fight Against Crime, Deputy Chairman of the State Service for Execution of Sentences (GSIN) Nurlan Sarchayev reported on the need to construct a new high-security colony. This information became known during the discussion of a draft law from the Ministry of Internal Affairs concerning the reinstatement of the recidivism institution.

The proposed draft law implies stricter measures for convicts who have committed recidivism. Convicts will be held in high-security colonies.

Currently, there is only one high-security colony operating within the GSIN system — Institution No. 19, which accommodates up to 600 people. At present, there are 386 convicts held there. If the draft law is adopted, the GSIN will be able to utilize this colony within the established norm; however, in the future, there will be a need for the construction of a new facility, as well as addressing issues related to land allocation and staffing," noted Nurlan Sarchayev.

It is worth mentioning that the General Prosecutor's Office raises questions about the compliance of certain provisions of the draft law with the Constitution. After its discussion at the public level, a number of politicians and lawyers expressed criticism of the Ministry of Internal Affairs' initiative.
