Tokaev spoke at the V National Kurultai

In his speech, the President of Kazakhstan raised several significant topics

At the meeting of the National Kurultai, the President of Kazakhstan, Kassym-Jomart Tokaev, spoke.

He noted that by 2025, Kazakhstan has achieved impressive results: the country's gross domestic product exceeded 300 billion dollars, per capita income approached 15 thousand dollars, and the reserves of the National Fund amounted to 65 billion dollars, of which more than 35 billion are gold and foreign exchange assets.

The Revival of the Aral Sea

Speaking about Kyzylorda, a city with a rich historical heritage and potential, the President emphasized the importance of preserving the Aral Sea.

In his opinion, the task of saving the Aral is relevant not only for Kazakhstan but for all humanity.

Tokaev reminded that thanks to years of efforts, the North Aral Sea has been preserved, and it has already been five years since the start of the project to restore the sea. He also noted that there is a "real opportunity" to raise the water level in the Small Aral, making the continuation of work on restoring the ecosystem extremely important, both through domestic resources and with the help of the international community.

History, the Golden Horde, and Abai's Heritage

The President emphasized that knowledge of one’s history and aspiration for the future are the foundation of progress and the formation of patriotism. He also highlighted the significance of studying the common Turkic civilization.

Tokaev added: "In September, we, together with our Russian colleagues and representatives from other countries, plan to hold an international conference 'Great Altai – the Homeland of the Turks.'

He reminded of his task to prepare a new academic history of Kazakhstan based on modern scientific methods.

The President announced the completion of this large-scale research by the end of the year, emphasizing that it will be an important contribution to strengthening statehood and forming a unified historical consciousness of the nation, coinciding with the 35th anniversary of the country's independence.

These real steps will help mark this important moment in history. Knowledge of the past and a confident outlook towards the future are the basis for progressive development and active patriotism, Tokaev added.

In May 2026, a symposium dedicated to the Golden Horde will also take place.

Additionally, this year a premiere of a series about the Golden Horde and Juchi Khan is planned, with filming concluding in the spring.

Tokaev reported that a documentary film about Jochi Khan will be ready this spring. He mentioned the start of this large-scale project at the meeting of the National Kurultai held in Atyrau. The premiere of the multi-part film will take place on reputable international platforms.

Youth, Culture, and State Symbols

The President believes that the development of cinema should contribute to the promotion of national culture on the world stage, including the active participation of youth.

"Today, young people are beginning to master the creative industry and new forms of creativity. Cinema and art are becoming tools that allow our culture to stand out on the international stage and be proud of our country," he noted.

Tokaev expressed joy that the flag of Kazakhstan is present on houses, cars, streets, and sports events, symbolizing the unity of the nation.

However, he emphasized that state symbols must be treated with respect.

"Legislative requirements must be observed. At the same time, it is important to deeply understand their true meaning," the President added.

AI and Digitalization

In Tokaev's opinion, digitalization and artificial intelligence create a new reality.

"Digitalization and artificial intelligence are forming a completely new reality in which established notions and practices are no longer relevant," he noted.

The President believes that in the context of a global digital economy, population size may lose its significance.

"Nations that can adapt to the new reality created by artificial intelligence and actively participate in its formation will be successful," he emphasized.

Tokaev reminded that Kazakhstan is actively developing digitalization and the implementation of artificial intelligence in all areas of life, which will allow the country to better integrate into the global digital economy.

Kidnapping of Brides and Family Values

The President condemned the kidnapping of girls, calling it a cruel crime in the context of the tragedy of young Nurai in Shymkent.

According to him, more than 130 appeals regarding this case have been received by the National Kurultai.

"Nurai was threatened by the suspect. In this regard, I instructed the Ministry of Internal Affairs to conduct a legal assessment of the actions of the Shymkent city police department," Tokaev emphasized, adding that the General Prosecutor's Office is also conducting a separate investigation.

The President stated the need to legally strengthen the institution of marriage as a voluntary union of a man and a woman, adding that the state must protect traditional cultural values and counteract immoral behavior models.

However, it is important to avoid criminal prosecution or moral discrimination for beliefs that differ from the official position.

The state position should be based on the principle: every citizen has the right to choose, but this cannot be imposed.

"The state will firmly protect the rights and freedoms, honor and dignity of all citizens," Tokaev stated.
