Deputy Dastan Bekeshev has initiated amendments to the law "On the Elections of the President and Deputies of the Jogorku Kenesh of the Kyrgyz Republic," aimed at clarifying electoral procedures and introducing new methods to increase citizen participation in elections. The draft is available for discussion on the official website of the Jogorku Kenesh.

As part of the proposed changes, the term "persons with limited health capabilities" will be replaced with "persons with disabilities." Outdated norms will be excluded, and the terminology and procedures for interaction between government bodies, electoral structures, and participants in the electoral process will be clarified.

One of the significant innovations is Article 8-1, which introduces measures to stimulate the exercise of active voting rights.

It is stipulated that the president or the Jogorku Kenesh may grant digital soms to citizens who voted in the elections, as well as provide free transportation on the voting day and reward precinct commissions that ensured high voter turnout.

The draft also introduces new restrictions in the field of campaigning. The use of cultural facilities, hazardous production sites, as well as educational and medical institutions for conducting campaign events is prohibited. The list of individuals prohibited from conducting campaigning is clarified, including employees of educational and medical institutions, members of electoral commissions, and clergy.

In addition, a separate section of the amendments is aimed at strengthening control over the prevention of vote buying. Article 28-1 is introduced, which creates a special fund to reward citizens who report instances of bribery.

The amount of rewards will be determined by the Central Commission for Elections and Referendums.

The procedure for voting outside the polling station will also undergo changes. A requirement for documentary confirmation of health status is introduced, the procedure for submitting applications is clarified, and strict requirements for the work of precinct commissions are established, including biometric identification, accompaniment of portable ballot boxes, and documentation of all actions in registers.

As for the financing of electoral campaigns, new requirements for the transparency of donations are introduced. Banks must provide the PIN and donor information for transfers made via QR code. The list of expenses that cannot be covered from the electoral fund is also clarified.

Previously, Deputy Marlen Mamataliyev proposed a bill requiring citizens to participate in voting in elections and referendums, including fines for non-attendance.
