
The Jogorku Kenesh supported the bill aimed at strengthening the powers of the Council in the second reading
Today, the Jogorku Kenesh adopted in the second reading a bill that obliges the Council for the Affairs of Persons with Disabilities, operating under the Cabinet of Ministers, to play a more active role in protecting the rights of this category of citizens. The bill was initiated by Deputy Dastan Bekeshev.
The draft law stipulates that the work of the Council will be enshrined at the legislative level, allowing it not only to provide consultations but also to actively participate in the creation of laws and regulations concerning the rights of persons with disabilities. In particular, the Council will have the opportunity to coordinate draft documents that could impact the situation of this vulnerable group of the population.
Established in 2020, the Council includes representatives from government structures, public organizations, and independent experts. It also comprises organizations representing the interests of persons with disabilities, ensuring that their opinions are taken into account in the development of state policy.
According to the rationale for the bill, granting the Council legal status will enhance its effectiveness, and the Council's recommendations will become mandatory for consideration. This will help prevent decisions that do not take into account the real needs of persons with disabilities and ensure a higher quality of state program and strategy development.
Additionally, the bill emphasizes the need to improve cooperation between the state and public organizations that protect the rights of persons with disabilities, as well as to align national policy with international standards.
