
Starting January 20, 2026, discussions will begin in Kyrgyzstan on a new draft law "On the Procedure for Considering Citizens' Appeals".
This project was proposed by the deputy of the Jogorku Kenesh, Baktyar Kalpaev.
According to the explanatory note, one of the main tasks of the draft law is to improve the speed and efficiency of processing citizens' appeals against the backdrop of the digital transformation of government agencies. Key goals include reducing the waiting time for responses by accelerating internal procedures for coordinating and signing documents, as well as increasing citizens' trust in government structures through a more transparent process for considering their appeals.
In recent years, Kyrgyzstan has actively promoted a policy of digitalization of governance and the transition to electronic interaction between government institutions. Modern IT technologies and automated accounting systems have been implemented in the country, as well as the State Electronic Document Management System (SEDMS), which has significantly changed internal processes in agencies.
It should be noted that document circulation has become completely electronic, and the exchange of documents between departments and agencies occurs through secure digital channels, without the need for physical transfer of papers. The processes of coordinating and approving documents have significantly accelerated: previously, registration, approval, and forwarding took a lot of time, but now these operations are completed in a matter of minutes in electronic format.
According to the developers of the draft law, digitalization has effectively eliminated the technical and organizational barriers that previously justified the 14-day period for considering citizens' appeals. In practice, most appeals are already being processed much faster than the established time frame, confirming the possibility of legally reducing it to 10 working days.
It is expected that the proposed changes:
- will increase the speed of the state's response to citizens' requests;
- will contribute to increasing public trust in government structures;
- will align legislation with modern digital conditions;
- will improve the quality of service for citizens abroad.
The document emphasizes that maintaining the previous 14-day deadline does not correspond to the current level of digitalization in public administration. Modern technical capabilities and a high degree of system integration allow for reducing the consideration period for appeals to 10 working days without compromising quality, which is a logical and justified step.
