
The state suffered damages amounting to 36 million soms over the past five years
The State National Security Committee (GKNB) reported the uncovering of a corruption scheme in the Republican Blood Center of the Ministry of Health. This became possible within the framework of a criminal case initiated under Article 336, Part 1 ("Corruption") of the Criminal Code of the Kyrgyz Republic.
According to information provided by the GKNB, the former director of the RBC of the Ministry of Health, K.B.B., born in 1972 and in office from 2012 until August 2025, conspired in 2020 with the head of a private firm, LLC "M". Their goal was to siphon off significant budget funds. To achieve this, expensive medical devices were installed at the center, such as PCR laboratories of the Cobas S201 and ARCHITECT Plus brands, as well as equipment from ABBOTT.
After the installation of these devices, the ex-director K.B.B. signed a contract with LLC "M" for the supply of necessary reagents for the RBC laboratories. Over five years, this company supplied reagents at inflated prices, and part of the funds received was handed over to the director as a "kickback".
As a result of the audit of the financial and economic activities of the RBC of the Ministry of Health for the period from 2020 to 2025, the investigation established that the actions of the ex-director and the company LLC "M" caused damages to the state amounting to 36 million soms.
On March 5, 2026, within the framework of this case, K.B.B. was placed in the pre-trial detention center of the GKNB of the Kyrgyz Republic, and a legal assessment will be conducted regarding the head of LLC "M" during the investigation.
Operational investigative measures are ongoing to identify other officials involved in this corruption scheme.
