The State Service for the Execution of Sentences (GSIN) reacted to the information published by the General Prosecutor's Office regarding the procurement of fish at inflated prices.
According to the prosecutor's data, in 2025, GSIN purchased frozen fish at prices significantly exceeding market rates, resulting in damage to the state budget amounting to 15.9 million soms.
In its response, GSIN stated that the organization regularly conducts tenders for the supply of products, available to all participants who meet the requirements of the law of the Kyrgyz Republic "On State Procurement".
In 2025, three companies participated in the tender for the supply of fish for convicts: "Promaster KZh", "Akuel", and "Ruskapital". As a result of an appeal from "Ruskapital" to the state procurement department, "Promaster KZh" was excluded from the competition, and the contract was awarded to "Akuel".
However, it was later established that the fish was supplied at an inflated cost. In October 2025, the chairman of GSIN ordered an inspection, instructing the internal audit department to conduct a review. The inspection revealed damage amounting to 15 million 900 thousand soms. Subsequently, the chairman of GSIN instructed the Main Department of Internal Investigations to conduct an additional investigation, based on which the necessary materials were collected," the statement said.
The collected materials were submitted to the prosecutor's office for legal assessment within the framework of oversight of compliance with laws in the institutions of the UIS KR. The prosecutor's office initiated a pre-trial check, and on December 26, a pre-trial proceeding was initiated, during which investigative actions are being carried out.
