Recall that on November 15, 2025, the State Committee for National Security (SCNS) announced the start of a criminal investigation under Article 222 of the Criminal Code of the Kyrgyz Republic, concerning the legalization (laundering) of criminal proceeds.
The investigation claims that a land plot of 1.1 hectares, allocated in Bishkek in 1994, was divided and sold, with part of it being used for purposes other than intended, which benefited the family of the university's founder, the late Sultan Mambetkaliev. Currently, the rector of the university is his daughter Cholpon Mambetkalieva.
During the inspection of the educational process, questions arose regarding the actual number of students: despite official data indicating 800 students, the investigation suggests that the number is significantly lower. At the same time, there were reports of plans to redistribute students to other educational institutions, and the public was promised updates on the progress of the investigation.
The founders' lawyer, Baktybek Jumashov, expressed his opinion on the criminal case.
“The land plot was not acquired for free. Sultan Mambetkaliev paid 80,250 soms for it, and the sales contract was not contested. This was a business he built, into which he invested his resources and efforts. The Mambetkaliev family does not use state resources for personal purposes,” the lawyer asserts.
Jumashov also reported that complaints regarding these accusations had been sent to the General Prosecutor's Office.
Cholpon Mambetkalieva, for her part, emphasized that her father built the business over ten years.
“This is our property; we have all the necessary documents and notarized copies. Attacks on the educational institution are sacrilege,” she added.
Participants in the press conference appealed to President Sadyr Japarov to listen to them, while the lawyer insists on the termination of the criminal case against his clients.
