The Story of a Retired Colonel: The Mysterious Death of the Chief Accountant of the Issyk-Kul Shipping Company

The year 2021 became significant for Kyrgyzstan — the criminal investigation department celebrated its centenary. In honor of this date, the Internal Affairs Department of the Issyk-Kul region prepared a series of materials dedicated to the history of the formation of the criminal investigation department in the region. In this issue, we present archival material that highlights important events from the past.

Emil Saliev is a retired police colonel, born into the family of a career officer. His father, Bolot Saliev, held leadership positions in the KGB of the USSR for a long time. Initially, Emil planned to become a teacher and completed his education at the Przhevalsk Pedagogical Institute (now the Issyk-Kul State University named after Kasym Tynystanov). However, his father's career path and his internal calling determined his fate. In 1985, at the age of 24, he began his career in the police and over 31 years rose from a junior investigator to the head of the Internal Affairs Department of the Issyk-Kul region, solving numerous serious crimes.

In 1999, while serving as the deputy head of the Balakchy city police department for operational matters, E. Saliev encountered an unusual case. On June 15, a local resident reported to the police about the disappearance of his wife, 42-year-old D. Aigul, the chief accountant of the Issyk-Kul Shipping Company. The woman, known for her punctuality and responsibility, could not have disappeared without a trace, and soon her body was found in a sewer manhole near a four-story building. The forensic expert recorded that the cause of death was asphyxiation. Relatives identified her.

On the day after the body was discovered, the operational group began interviewing local residents, but no one could provide any information. Therefore, they decided to check the office of the deceased. As a result, strange notes were found on a page of a flip calendar with the date "June 14" and the numbers "36 or 47." The operatives concluded that these were apartment numbers. One resident, Alla, recalled that a stranger resembling D. Aigul had asked her about a person named Zamira. The door of apartment number 47, where cashier O. Z. was registered, remained closed. This raised suspicions among the investigators.

The situation escalated when it was revealed that shortly before this, an audit at the shipping company had uncovered a shortfall of 1800 soms due to the cashier's fault. O. Z. denied meeting D. Aigul, claiming she was busy at work and had not left. However, while checking her alibi, the operatives discovered time gaps when she could not have been at work. Eventually, after long interrogations, the cashier confessed to the murder, stating that she did not intend to kill her.

Emil Saliev worked on this case alongside the head of the criminal investigation department, A. Shamenov. According to Shamenov, on June 14, O. Z. called D. Aigul, urging her to come to discuss a problem. During their meeting, a conflict erupted over money, and as a result, O. Z. strangled the chief accountant. After that, she returned to work as if nothing had happened, Emil Saliev shared in his memories.
