The Criminal Investigation Department in Kyrgyzstan was established in 1918. In 2018, the centenary of this service was celebrated, leading to various festivities. In anticipation of the anniversary, the Internal Affairs Department of the Issyk-Kul region prepared materials highlighting the development of criminal investigation in the Issyk-Kul region.

According to information provided by the press service of the Internal Affairs Department, on October 5, 1918, the NKVD of the RSFSR approved the regulation "On the Organization of the Criminal Investigation Department," which became the foundation for the formation of the criminal investigation service within the country's law enforcement agencies. Historical documents from the 53rd fund of the Issyk-Kul regional archive indicate that in light of the October Revolution of 1917 and the subsequent withdrawal of Russian imperial troops from the Przhevalsk (now Karakol) garrison, the Przhevalsk City Duma decided to create the first people's militia to maintain order.

The full formation of the Przhevalsk County City Militia took place on January 23, 1918, with I. Cherkashchenko, a representative of the 21st Turkestan Rifle Regiment, becoming its first chief. The militia staff consisted of a chief, his assistant, a clerk, a senior militiaman, and 15 militiamen (13 foot and 2 mounted). Among the first employees were individuals such as D. Arefyev, P. Ivashchenko, and others.

At the end of 1918, the Przhevalsk-Naryn District Criminal Investigation Department was established under the Semirechye Regional Department, focusing on combating horse theft, food speculation, and other petty crimes.

One of the first leaders of the Karakol District Criminal Investigation Department was Sadibakas Sultangaziev, originally from the village of Tenizbay. In 1919, he attended party courses in Tashkent and then participated in military actions on the Jarkent front. After the civil war, he headed the criminal investigation in Karakol.

In the early 1920s, the fight against horse theft became one of the main tasks facing Sultangaziev's department. However, the organized nature of this crime created difficulties, often involving militia personnel in the offenses. A report from March 1922 indicated that at the beginning of 1922, horse theft was widespread, but thanks to the efforts of the criminal investigation department, the leaders of the criminal group were apprehended, leading to a decrease in the number of horse theft cases. In mid-March, a gang of nine was identified in the city, among whom was the political instructor of the militia, Yergibai Berikov.

Another criminal report was found in the archives of the Internal Affairs Department: on April 25, unknown individuals broke into the Karakol post office and stole 4,000 rubles in valuables, a seal, and codes. The suspects became the cleaner and her son, and later, other members of the criminal group were apprehended.
