
Mobile subscribers connected to operators operating in Uzbekistan now have the opportunity to call the trust phones of the virtual reception office of the president free of charge around the clock. This provision was introduced in the updated Rules for the Provision of Telecommunications Services, as reported by the press service of the Ministry of Justice.
The agency reported that the document, developed by the Ministry of Digital Technologies of Uzbekistan, was registered by the state on January 26 of this year. However, the rules will come into effect only three months after their official publication.
The new document includes various changes aimed at improving conditions for mobile operator customers.
One of the innovations is the prohibition for mobile companies to bring subscribers' bills to a negative value when deducting subscription fees and paying for services.
A new procedure for providing paid additional services has also been established. Now, the activation of such options is possible exclusively through mobile applications or using USSD codes. All paid options will initially be in an inactive state, and automatic connection without the user's consent or the transition from free services to paid ones is not allowed.
According to the new rules, number portability between operators will now be carried out at service points within 20 minutes, whereas previously this process could take up to 8 working hours.
Moreover, the time frame for transferring a number to a non-existent status due to prolonged inactivity has changed. Now, if there are insufficient funds in the account, the operator will be able to terminate the contract with the subscriber not after two months, as was previously the case, but only after one year.
Users will be able to change their tariff plans to any other without payment, except for special tariffs intended for certain categories of the population or territories.
When changing the terms of a tariff plan, the operator is obliged to notify users at least 15 days before the changes take effect through the media, their website, or SMS notifications.
In addition, in order to improve access to services for citizens, especially those living in remote areas or unable to visit a service point, a system of mobile services will be implemented.
