In the explanatory note to the document, it is specified that the proposed ban is intended for foreign citizens and stateless persons who have unexpunged or unserved criminal records, as well as for those whose records have been expunged or served but relate to serious or particularly serious crimes.
Currently, there are temporary measures in Russia prohibiting entry for convicted foreigners, but they have a limited duration.
The authors of the bill emphasize that these measures are aimed at protecting the rights of citizens of the Russian Federation and preventing potential harm, as well as serving as a preventive measure to reduce crime among foreigners and stateless persons.
