The President emphasized that the norms outlined in the draft of the new Constitution ensure the consistent development of Kazakhstan's political system, based on the concept of "Strong president – influential parliament – accountable government." He noted: "We see that Kazakhstan is finally saying goodbye to the super-presidential model and is taking a step towards a presidential republic with a strong parliament."

According to Tokayev, the proposed changes to the Constitution continue the process of reforms initiated in recent years, including the constitutional amendments of 2022, which require a complete reboot of the foundations of state structure.

The President explained that this involves creating a new governance system that will allow for the redistribution of powers, improve the balance of power, and enhance the effectiveness of all political institutions. "The new Constitution embodies the principle: 'not a man for the state, but the state for man,' which has been our goal since 2019," he added.

The draft of the new Constitution was presented on January 31 and proposes changes to 77 out of 101 articles of the current fundamental law. A special Constitutional commission, consisting of 130 members and headed by the chairman of the Constitutional Court, is responsible for implementing these reforms.

The beginning of the reforms was Tokayev's proposal to transition to a unicameral parliament, which he announced on September 8, 2025, in a message to the people. Currently, the parliament of Kazakhstan consists of two chambers: the Senate and the Mazhilis.
