
In 2025, law enforcement agencies initiated criminal cases against 125 employees of the energy sector, leading to their dismissal. Additionally, some of the cases are still under investigation, and further information will be provided later, as noted by Umarzoda.
According to the Agency for State Energy Supervision under the President of the Republic of Tajikistan, on February 4, "Asia-Plus" reported that last year, 406 employees of energy supply organizations were fined a total of 293 thousand somoni for violations of electricity consumption rules. Among them were 375 employees of JSC "Distribution Electric Networks," 12 employees of JSC "Transmission Electric Networks," 9 from the company "Barki Tojik," and 10 from "Pamir Energy."
The fines were imposed based on Articles 394 and 397 of the Code of Administrative Offenses, concerning "non-compliance with the rules for using energy resources and operating electrical and thermal equipment."
Earlier, a representative of this Agency informed "Asia-Plus" that in 2025, employees of JSC "Distribution Electric Networks" were found to have misreported nearly 321.5 million kWh of electricity, causing damage to the state budget amounting to 106.4 million somoni.
However, the agency did not specify how many employees of the electrical networks were involved in such misreporting and how many faced punishment.
The Agency for State Energy Supervision has repeatedly reported on the detentions of employees of electrical networks and the initiation of criminal cases against them for electricity theft. In particular, in January of this year, two cases of unauthorized connections of electrical wiring from substations to residential houses were recorded, committed by two employees of the electrical networks. For this offense, both were fined 2250 somoni.
A large-scale fight against electricity thieves began after the tightening of penalties for illegal electricity use and evasion of payment last year.
According to the Criminal Code of the Republic of Tajikistan, violations of electricity usage rules and evasion of payment are punishable by fines ranging from 27 to 90 thousand somoni or imprisonment for a term of 3 to 10 years. Administrative fines for electricity theft have also been increased.
