
The initiatives were presented in the annual report by the Chairman of the Supreme Judicial Council (SJC) Kholmumin Yodgorov, who informed the president about the issues hindering justice, as well as the state of the fight against corruption in the judicial system.
In his Address to the parliament and the people in December last year, Mirziyoyev noted that corruption is a betrayal of reforms and announced the introduction of emergency measures to combat this phenomenon. He emphasized that the judicial system, as an independent branch of power, should serve as an example for creating a "clean" environment.
The responsibility for protecting the independence of judges and shielding them from external pressure lies with the Supreme Judicial Council. To improve personnel training, the Academy of Justice was established.
Last year, 135 new judges were appointed, 286 were reappointed, and a body of 241 investigative judges was formed. According to Yodgorov, the powers of 59 judges were terminated prematurely.
Of these:
- 19 were dismissed for violating the oath and the norms of the Judicial Code of Ethics;
- 3 were prosecuted.
Additionally, 58 judges were demoted, 33 were deemed unsuitable for further appointment, and 266 faced disciplinary measures.
According to the report, the General Prosecutor's Office received 5 submissions regarding interference in the work of the courts. A function for reporting violations of judges' immunity also appeared on the SJC website.
Representatives of the SJC reviewed more than 6,000 orders issued by the chairpersons of territorial courts, of which 231 documents contained unlawful obligations for 314 judges. Appropriate measures were taken.
The speaker added that to relieve judges of inappropriate functions, international experience is being studied to create the institution of "judicial administration," which will address personnel, material-technical, and organizational issues in the courts.
Furthermore, to ensure the objectivity of the application of disciplinary measures, it is proposed to establish a Disciplinary Board of Judges, which has received support from the president, as clarified by the press service.
The meeting also discussed issues of gender equality in the judicial system and outlined plans for celebrating March 10 — International Women Judges Day.
