The hotline 113 receives numerous questions from citizens about why it is impossible to contact any medical organization, including emergency services, for injections (intravenous and intramuscular) during evening hours, reports the FOMS.

In this regard, the Fund has provided official clarifications regarding the procedure for providing planned medical care:

“Emergency medical assistance is intended solely for emergency and urgent cases. Emergency teams cannot perform the functions of a procedural room and are not authorized to administer intravenous and intramuscular injections at the request of a family doctor unless it is related to the patient's emergency situation.

Hospitals provide medical assistance only to hospitalized patients. Emergency departments are established to receive citizens in need of urgent or planned hospitalization. Doctors and nurses on duty in hospitals are not allowed to give injections to citizens who are not being treated in that hospital.

Thus, the actions of emergency services and medical institutions in these cases comply with the law.

The FOMS also reminds that Day Hospitals operate in Family Medicine Centers (FMC), where patients can receive necessary procedures, including drips and injections.

It is important to follow the established procedure for receiving medical services:

A citizen must be registered in the FMC and consult with a family doctor, who, if there are medical indications, will prescribe treatment, including injections, and issue a referral to the day hospital of that Center.

Insured citizens can receive medical procedures at a 50% discount. Citizens without compulsory health insurance pay 100% of the cost of services at the clinic's cash desk.

The day hospital provides services without supplying medications, syringes, and infusion systems.

The FOMS urges citizens to respect the established rules of medical institutions and to plan the receipt of treatment procedures in advance through their attending physician.

For any questions regarding the procedure for receiving medical services under the State Guarantee Program, citizens can contact the FOMS hotline at 113. The call is free.”
