







A round table was held in Bishkek, organized by the Antimonopoly Regulation Service under the Ministry of Economy and Commerce of the Kyrgyz Republic. Representatives of local cafes and restaurants participated in the event, discussing issues related to the formation of prices for public catering services.
The round table was chaired by Zhenaly Orozbaev, head of the Antimonopoly Regulation Service. Among the participants were representatives of the Ministry of Economy and Commerce, the HoReCa Club Association of Hoteliers and Restaurateurs, as well as entrepreneurs working in the public catering sector.
According to reports, one of the key discussion points was the changes to the Government of the Kyrgyz Republic's Resolution No. 560 dated September 30, 2014, which will come into effect on January 1, 2026. In particular, new requirements were established:
- service charges should not be charged separately from the main cost of the order;
- all elements of services must be included in the price indicated in the menu or price list available to the consumer before placing an order;
- the final price should not differ from the amount indicated in the public price list.
The Antimonopoly Regulation Service emphasized the inadmissibility of unjustified price increases. In particular, in January 2026, there was an increase in prices for public catering services, where in some establishments the increase exceeded 15 percent.
Cafe representatives confirmed that starting from January 1, 2026, service charges will no longer be listed as a separate line in the check. At the same time, they explained that the price review is related to the increase in costs for:
- rent;
- utilities and fuel;
- products used for cooking dishes;
- acquisition of necessary inventory;
- increased wages and tax burdens on employees.
- to optimize prices for public catering services;
- to implement a discount system for orders and takeout of 10 percent.
“In the near future, the HoReCa Club Association of Hoteliers and Restaurateurs will prepare analytical information for the Antimonopoly Regulation Service, which will allow for the development of joint mechanisms for price stabilization,” the agency added.The Antimonopoly Regulation Service also emphasized the importance of complying with the legislation of the Kyrgyz Republic and protecting consumer rights, as well as the necessity of fulfilling the requirements of the Law "On Consumer Rights Protection."
