The BGC warned about the risks of underperformance in the transfer due to a 3 billion som difference in the budget revenues of Bishkek-2026.

- "Your current figures are understated, which may lead to the transfer not being allocated in full. At present, no one can guarantee that there won't be risks of blocking the inter-budget transfer," said Maksat Alymbekov, a member of the Bishkek City Council (Yntymak), at a meeting of the commission of the Bishkek City Council on February 3.

He proposed preparing a letter of agreement with the Ministry of Finance to avoid problems with the receipt of funds during the discussion and amendment process.

The deputy reminded that in the past year or the year before, a transfer that was supposed to amount to about 6 billion soms was ultimately allocated only halfway.

Bishkek's Deputy Mayor Mirlan Baygontchokov commented: "In fact, the transfers we plan to receive are definitely going to come, as they are tied to specific expenditures. If we include the amount that differs for us, we will have to increase the expenditure part for these funds — showing real expenses for non-existent money is unnecessary. It's better not to include them in advance. If the funds arrive, we can account for them when making amendments."

Alymbekov also emphasized that the discrepancy between the city's budget and the forecasts of the Ministry of Finance could lead to conflict.

The head of the financial management department of Bishkek under the Ministry of Finance, Ruslan Sadyrbaev, added that the initial budget draft sent to the Ministry of Finance on September 1 has already been approved.

“This draft did not include the mentioned 2.5 billion [note: 3 billion] soms. The current budget draft corresponds to the previously agreed amount. This is a technical issue that we have already discussed with the Ministry of Finance,” explained Sadyrbaev.
