The City Hall and the Ministry of Finance disagreed on the capital budget revenue forecast by 3 billion soms — clarification from the BGC

- During the meeting of the permanent commission on economics, budget, and finance of the Bishkek City Council, held on February 3, deputy from the "Жаңы күч – Новая сила" party, Elnura Duyshkeeva, drew attention to the discrepancies in the estimates of the revenue part of the budget.

She noted: “According to your project, the local budget revenues for 2026 amount to 32 billion 873 million soms, while the Ministry of Finance forecasts 35 billion 820 million soms. The difference of almost 3 billion soms raises questions about the coordination with the Ministry of Finance.”

The head of the financial management of Bishkek under the Ministry of Finance, Ruslan Sadyrbaev, confirmed the existence of a difference of 2 billion 947 million 124 thousand soms.

“We sent a request to the Ministry of Finance. However, they accounted for 2.5 billion soms in assets and another 453 million in tax revenues. We are currently working on this issue, and everything will be adjusted with amendments,” he explained.

Duyshkeeva also inquired why this issue had not yet been resolved.

Sadyrbaev added: “We submitted the projected amounts from both the city finance department and the mayor's office, but the Ministry of Finance has not accepted them yet.”

When asked which forecast to consider – 32 billion or 35 billion soms, Deputy Mayor Mirlan Baigonchokov replied: “We are guided by the figures that were presented. The main discrepancy is related to the assets that the Ministry of Finance accounted for.

We cannot confirm them yet, as we assume that these amounts will not be received. Later, we will make amendments to the approved budget. These amounts will be included only after coordination with the norms that are currently being discussed with construction companies, and these will be one-time figures.”
