On January 30, a meeting of the board was held at the State Customs Service of the Kyrgyz Republic, where the results of the work for the IV quarter of 2025 and the entire year were summarized.

In 2025, actual revenues from customs payments reached 157.4 billion soms, which exceeded the adjusted forecast of the Ministry of Finance of the Kyrgyz Republic by 5.8 billion soms.

The Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, emphasized that the revenues of the customs service have increased nearly sixfold in recent years: while in 2020 the collections amounted to 28 billion soms, by the end of 2025 they reached 157.4 billion soms. The implementation of the national digital platform "Smart Bazy" played an important role in this process.

Customs payments account for more than a quarter of all revenues of the republican budget, and at the same time, the workload on employees has significantly increased in recent years.

For comparison, in 2021, 113,000 declarations were processed, while in 2025 this figure increased to more than 873,000. Such growth was achieved without increasing the number of staff due to the automation and digitization of processes, as well as a reduction in the role of the human factor. At the same time, the implementation of analytical methods and a risk management system in the law enforcement block of management contributed to an increase in the effectiveness of identifying violations of customs legislation.

In 2025, law enforcement agencies identified 9,792 cases of violations and crimes in the field of customs legislation. The volume of additional revenues to the budget amounted to more than 1 billion 566 million soms, which is almost double the corresponding figure of the previous year.

Particular attention was paid to combating the illegal drug trade: more than 830 kg of drugs and over 22 tons of precursors were seized and destroyed.

The State Customs Service also carried out large-scale digitalization measures in 2025: the number of procedures for businesses was reduced from 18 to 9, and the time for customs control was reduced from five hours to one hour, and at some checkpoints to just a few dozen minutes. The throughput capacity of the checkpoints increased threefold without increasing the staff.

A "Customs Transit" module was implemented, which enhances the security and transparency of cargo delivery. Since October 2025, nearly 2 billion soms in payments have been processed through the online payment system via QR code.

The State Customs Service has been tasked with achieving the customs payment plan for 2026, amounting to 142.6 billion soms.
