“I want to emphasize that in 2025 our city was allocated 6.6 billion soms, which is the largest amount among all cities in the country. For comparison, Tokmok and Kara-Balta received 1 billion soms each,” noted Kasymaliev.
According to him, this year 9 schools and 9 kindergartens were renovated in Osh, 7 sports facilities and 2 cultural buildings were constructed. From the Stabilization Fund, as directed by the President, 2 billion 200 million soms were allocated, of which 2 billion soms went to the repair of 8 key streets, while 200 million soms were directed towards the construction of sidewalks and landscaping.
Kasymaliev also added that millions were allocated from the republican budget for the purchase of special equipment and promised that support would continue. He emphasized the importance of actively utilizing the allocated funds by local authorities and the need to address issues with the population, relying on people-diplomatic methods, as is done in other cities.
However, the head of the Cabinet pointed out the low level of attracting foreign direct investment in Osh. From January to September 2025, the amount of foreign investments was only $1.2 million, which is 44.1% less compared to 2024. In his opinion, this indicates problems with the investment climate in the city.
“It is important to show delicacy in interactions with business. Excessive inspections, unfounded claims, moral pressure, and other forms of intimidation are unacceptable,” said Kasymaliev.
During the meeting, he gave a number of instructions, including:
- the development and approval of the General Plan for the city of Osh considering its expansion;
- proposals for increasing local budget revenues;
- close attention to the quality and timelines of infrastructure projects;
- priority attention to attracting investment projects in the tourism sector.
Kasymaliev also noted the successful implementation of a number of projects in 2025 that changed the appearance of the city of Osh.
