According to him, the introduction of this new measure is driven by the Russian government's desire to strengthen control over the movement of goods within the Eurasian Economic Union.
Key requirements of the СПОТ system:
- Document issuance: the consignee (a resident of the Russian Federation) is required to create a special document in the system of the Federal Tax Service (ФНС) of Russia.
- Security payment: the Russian partner must deposit an amount corresponding to indirect taxes (VAT and excise duties) into a special ФНС account based on the electronic invoice.
- Deadlines: the document must be created and the payment made at least two days before crossing the border.
- QR code: the absence of a QR code confirming payment and registration with the carrier upon entering Russia will result in the cargo being turned back by mobile groups.
Takirov also noted that the system will begin operating in test mode on April 1 and will be fully functional starting July 1. СПОТ will apply to almost all trade operations, except for transactions with individuals (goods for personal use), diplomatic cargo, transit shipments, and large taxpayers.
Preliminary exclusions will also include marketplaces.
“If goods are sent to Russia without a QR code confirming payment and the presence of a transport document, mobile groups will simply turn the cargo back. In this case, the goods will not be able to cross the border. Therefore, we strongly recommend that all entrepreneurs and their Russian partners carefully address this aspect,” he added.
