At a briefing on February 6, Kaniyet Nasirdinov, head of the sector for the development of integration management coordination of the EAEU at the Ministry of Economy and Commerce, spoke about a partial solution to the problem of VAT payment for exporters sending goods from Kyrgyzstan to Russia through marketplaces.

The Ministry noted that since the third quarter of 2025, domestic manufacturers in the light industry have faced serious difficulties.

The main problem was that suppliers could not indicate the marketplace as the recipient for VAT payment, which led to a backlog of goods at the border with Russia.

“The question arose as to who would pay the import VAT on the territory of the Russian Federation. This was exacerbated by the activation of Russian authorities in the fight against shadow turnover and 'gray' import schemes,” Nasirdinov explained.

The Ministry of Economy held a series of meetings with Russian authorities on the EEC platform, where various transportation models and the development of marketplaces were discussed. On January 30, 2026, a meeting of the Eurasian Economic Commission Council took place with the participation of the first deputy prime ministers of the EAEU countries.

Nasirdinov reported that the Russian side confirmed its readiness to accept a scheme under which goods from Kyrgyz entrepreneurs would be shipped with the marketplace indicated as the recipient.

Thus, VAT will be paid only after the sale of the goods on the marketplace and their transfer to the buyer, with the marketplace acting as the custodian of the goods.

Background of the Problem

Since the fall of 2025, sewing enterprises in Kyrgyzstan have faced difficulties in exporting their products to the Russian Federation.

This occurred against the backdrop of tightened control procedures by Russian authorized bodies regarding the movement of goods within the Eurasian Economic Union.

As a result, delays in cargo, including products from Kyrgyzstan, were observed at certain points, including the Kazakhstan-Russia border. Both directly shipped goods and those sold through marketplaces were subjected to intensified checks.

A delegation from the Ministry of Economy was sent to analyze the situation, and a coordination headquarters was established within the ministry.

By the end of the year, unresolved issues remained regarding the administration of VAT for goods sold through the Ozon and Wildberries marketplaces. According to the Cabinet of Ministers, the situation with Ozon was resolved, while issues with Wildberries were in the final stages, considering the marketplaces' readiness to become tax agents.
