On December 29, at a staff meeting, the Minister of Transport and Communications Abasattar Syrgabaev announced reprimands to several officials responsible for the construction of the Balykchy — Bokonbaev — Karakol road, as reported by the ministry's press service.
At the meeting, which was attended by heads of various structural and territorial divisions of the Ministry of Transport, current issues in the transport sector were discussed.
As a result of analyzing the pace of work on the specified road, reprimands were handed out to the following officials:
Talantbek Soltobaev, First Deputy Minister of Transport and Communications;
Kamilzhan Abdykalikov, Director of the Department of Road Management;
Talaybek Ashymbekov, Director of the State Enterprise "Design and Survey Institute 'Kyrgyzdortransproject';
Kubanychbek Ormonov, Deputy Director of this institute.
The minister noted that the construction of the road is under the personal control of the Chairman of the State National Security Committee Kamchybek Tashiev. Syrgabaev called for an increase in the pace of work, emphasizing the quality of execution and adherence to project deadlines.
In addition, the head of the Ministry of Transport touched upon issues of winter road maintenance and monitoring. He demanded that leaders who do not ensure an adequate level of work submit their resignations.
Earlier, Kamchybek Tashiev, head of the State National Security Committee of Kyrgyzstan, expressed dissatisfaction with the contractors who have been reconstructing the highway on the southern shore of Issyk-Kul for five years. The founder of the contracting organization was detained.
By order of the president, Tashiev gathered the contractors and stated his intention to take strict control over the construction. He set specific deadlines for the work, stating that the section from Balykchy to Barskoon must be completed by August 31, 2026.
This reconstruction covers a section 141 kilometers long, with work having begun in 2021 and still not completed.
“I cannot tolerate people who so disregard state interests, and I do not intend to pity them. You were allocated 70% of the funding, and you completed only 5% of the work in a year. At this pace, you will be building for another five years. Let's talk less, because it's already pointless. We will detain your manager and sort it out later,” Tashiev told one of the contractors.
He also ordered a travel ban outside the country for all those responsible for the road reconstruction.
Later, it became known about the detention of Mirlan Isagaliev, the founder of LLC "IS-Sabi Holding," as well as the founder of LLC "Kyrgyz Road Construction," on suspicion of abuses during the construction of the Balykchy – Bokonbaev – Karakol road.
According to the investigation, the contracting organization violated the terms of the contract, deadlines, and technical standards, which led to delays in completing the road of national significance. Isagaliev was placed in the temporary detention facility of the Internal Affairs Directorate of Karakol, and investigative actions are ongoing.
