Minister of Economy and Commerce Bakyt Sydykov presented information about the draft law, noting that the new regulations aim to simplify and optimize the procedures for public procurement. One of the key innovations is the introduction of the concept of a state assignment, whereby the government can directly commission the execution of important tasks to state-owned companies or enterprises with state participation, bypassing tender procedures. This mechanism will be applied in the following areas:
- culture, tourism, and historical-cultural heritage;
- education, science, and healthcare;
- events organized by the Presidential Administration and its subdivisions;
- construction, repair, and maintenance of roads of international and national significance;
- modernization of fixed assets and development of various sectors of the economy;
- official events involving the president, the speaker, the chairman of the cabinet of ministers, and foreign delegations.
