"Chakan HPP": The Main Problem in Installing Charging Stations is Obtaining Land Plots

- The acquisition of land plots remains the main obstacle to the development of the electric charging station network. This information was presented by Kanat Askeev, Deputy General Director of JSC "Chakan HPP," on the radio.

According to Askeev, the process of installing a charging station takes a relatively short time.

“Installation can take from one to two weeks. However, the main problem lies in obtaining and coordinating the land plot,” he noted.

He explained that the process of formalizing a lease requires numerous approvals from various government agencies, including architectural services and local self-government bodies. As a result, the time frame for formalization can vary from two to three months to half a year.

Additional difficulties arise in cases where it is necessary to change the designation of the land plot, which requires a separate procedure and extends the time frame.

At the same time, Askeev emphasized that JSC "Chakan HPP," despite its state roots, participates in tenders and submits applications on equal terms, without any privileges.

In his opinion, one solution to the problem could be simplifying the procedure for providing land plots for the installation of electric charging infrastructure.

“If the government takes measures to simplify the process of providing land plots, both for us and for private investors, I am confident that there will be great interest in installing charging stations throughout Kyrgyzstan,” Askeev added.

He also highlighted key transport corridors, such as Bishkek—Osh and Bishkek—Torugart, as priority areas for network development.
