The Ministry of Labor, Social Security, and Migration has announced the introduction of the "kairylman" status, which was created to simplify the process of obtaining citizenship of the Kyrgyz Republic for ethnic Kyrgyz returning to their historical homeland.
The process of granting "kairylman" status is carried out by a special interdepartmental commission, which includes representatives from various state bodies, such as the State Committee for National Security, the Ministry of Internal Affairs, and the Ministry of Labor, Social Security, and Migration, as well as the Department of Population Registration under the Ministry of Digital Development.
Applications for kairylman status are considered within two months from the date of submission to the Ministry.
In 2025, the "kairylman" status was granted to 935 ethnic Kyrgyz.
During the reporting period, the status was issued to Kyrgyz who arrived from countries such as:
- Uzbekistan — 66 people;
- Tajikistan — 837 people;
- China — 12 people;
- Russia — 9 people;
- Afghanistan — 10 people;
- other countries — 1 person.
In January 2026, 132 people received kairylman status.
Legislation guarantees kairylmans social benefits and privileges that are virtually equal to the rights of citizens of the Kyrgyz Republic.
Individuals with kairylman status can receive social benefits, pensions, medical assistance, education, and employment opportunities within the country.
According to data on social guarantees provided to kairylmans, 13 people receive social benefits, 19 receive pensions, 5 have land plots, 263 people receive medical services, 373 are studying in general educational institutions, 63 are in higher educational institutions, and 30 have sought employment, of which 11 found jobs.
Kairylmans are issued a certificate valid for three years. During this time, they must apply for citizenship of the Kyrgyz Republic.
In cases of discrimination or improper treatment by employees of the territorial divisions of the Ministry of Labor, individuals can contact the public reception office of the Ministry of Labor, Social Security, and Migration at the toll-free number 1966.
