Of the total number of kindergartens, 490 are private. Compared to 2024, the number of preschool institutions increased by 347.
At the republic level, 560 short-term kindergartens and 60 development centers were organized, where 32,200 children are being educated. An automated system was also implemented for issuing vouchers for attending preschool institutions through the platform balalyk.edu.gov.kg. Support programs assist low-income families and children with disabilities in receiving monthly compensation ranging from 2,000 to 4,560 soms.
There were 1,236 applications recorded from parents and legal representatives for receiving a voucher. Of these, 572 applications were reviewed by the Social Affairs Commission. As a result, 477 children received voucher status and are now attending private kindergartens, which constitutes 47.7% of the total number of applications. The "Balalyk" system has registered 258 private preschool educational organizations that are eligible to receive vouchers.
A unified registry of all kindergartens in the republic was also created on the "Balalyk" platform, regardless of their ownership structure.
Furthermore, in 2025, 25 kindergarten buildings that were previously illegally privatized were returned to the system and have started to be used for their intended purpose again.
