The Ministry of Foreign Affairs has been negotiating with Kazakhstan for two years to abolish the "90/180" stay regime.

Over the past two years, the Ministry of Foreign Affairs has been in dialogue with Kazakhstan aimed at abolishing the "90/180" residency regime. This was reported by Deputy Minister Almaz Imangaziev at a meeting of the Jogorku Kenesh.

Deputy Dastan Bekeshev raised the issue concerning the difficulties faced by certain citizens of the Republic of Kazakhstan who are unable to enter Kyrgyzstan due to changes in legislation.

“I receive inquiries from various people, for example, situations where a husband is a citizen of Kyrgyzstan and his wife is a citizen of Kazakhstan, and she cannot enter the KR. There are also problems with children. Our citizens complain that their relatives are left in Kazakhstan. Have we considered the possibility of creating exceptions for close family members or implementing family visas?” he asked.

In response, the deputy minister noted that Kazakhstan changed its migration rules in 2023, introducing the 90/180 regime.

“From 2023 until December 2025, the Kyrgyz side was able to avoid the application of this regime; however, in December of last year, Kyrgyzstan had to introduce a parity regime. We have been negotiating with Kazakhstan for two years to avoid its application between our countries,” he added.

Furthermore, Imangaziev emphasized that the situation at the border is being monitored, and the agencies will work to review cases of citizens who were unable to enter the territory of Kyrgyzstan due to the new rules in the first half of 2026.

The deputy minister also noted that citizens of Kazakhstan can register in Kyrgyzstan at their place of residence, which will allow them to stay in the country for up to one year.
