Residents of Karakol Attended the Deputies' Session Due to 550 Land Plots — What Was Decided

At the XVI session of the city council of Karakol, one of the important agenda items was the approval of the "Regulations on the procedure for exchanging municipal properties."

Landowners from the new area at the intersection of Kuchukov and Karasaev streets attended the meeting. A representative of this group reported that there are about 550 allocated plots in this area, with sizes ranging from 4.5 hundredths to 2 hectares. Despite the landowners having "Red Books" confirming their ownership rights, these lands are classified as agricultural, which prevents their use for construction.

Recently, due to the expansion of the airport, landowners were offered alternative plots. "We were offered new plots in other areas of the city, such as Kuzbassky and Mamanchy, since our lands are needed for the airport. We agreed, but the process is moving very slowly. Although the deputies expressed support, legal obstacles have arisen, and we are forced to turn to law enforcement agencies," noted Aibek Oskoev.

During the session, it was emphasized that in order for residents to exchange their land plots, it is necessary to approve a new regulation on the procedure for exchanging municipal property. The deputies noted that the current draft requires further refinement, as it combines land and other types of property. They suggested postponing the issue until the next session and carefully reviewing the document with the involvement of relevant services.

The residents who attended the session expressed their dissatisfaction, stating that they had been trying to resolve this issue with various mayors for several years and urged the deputies to quickly address their concerns.

After lively discussions, the issue was postponed until the next session.

At the end of June 2025, residents appealed for the transformation of land plots from agricultural to residential designation. This became a pressing issue for landowners at the intersection of I. Kuchukov and K. Karasaev streets in Karakol.

At a press conference held by AKIpress-Issyk-Kul, residents shared that in 2012, the Oktyabrsky ayil okmotu of the Ak-Suu district allocated these plots to them. At that time, it was stated that hundreds of families had state land certificates, but the lack of transformation makes it impossible to build houses.
