Received up to a million soms. Rules for paying fees to bailiffs

The General Prosecutor's Office of Kyrgyzstan is planning changes to the rules for paying fees to bailiffs. Deputy General Prosecutor Umutkan Konkubaeva shared this information at a meeting of the Jogorku Kenesh committee on judicial system issues, law enforcement, and crime prevention.

She explained that currently, 10 percent of the collected amounts are withheld and subsequently allocated to bailiffs as fees, in addition to their base salary.

“Our research showed that large sums are primarily collected in Bishkek and the Chui region. As a result, some bailiffs can earn up to 1 million soms. At the same time, in other regions, the salary is only 23,000 soms, as there are no enforcement orders for large amounts. This situation leads to staff turnover, and there are currently 20 vacancies,” Konkubaeva noted.

According to the new rules, the collected 10 percent will be distributed proportionally among all bailiffs.

She also added that private bailiffs, who are being introduced into the system under the new law, will not receive a fixed salary, and their fees will range from 3 to 25 percent of the collected funds.

In 2025, according to the prosecutor's office, bailiffs managed to collect 196 million soms.

It should be noted that the draft law from the General Prosecutor's Office “On Amendments to Certain Legislative Acts in the Field of Enforcement Proceedings” introduces the institution of private bailiffs and tightens penalties for alimony non-payers.
