The recycling fee has become mandatory in Kyrgyzstan. The Ministry of Natural Resources warns of sanctions.

Starting from January 1, 2025, a system of extended producer responsibility (EPR) will come into effect in Kyrgyzstan, as reported by the Ministry of Natural Resources, Ecology, and Technical Supervision. This became possible due to the Cabinet of Ministers' resolution No. 322, adopted on June 19, 2024.

All companies and individual entrepreneurs engaged in the import or production of goods and packaging that fall into the list of 24 commodity groups will be required to pay an environmental fee. The list includes items such as batteries, tires, oils, as well as paper and cardboard, household appliances, and other products subject to recycling.

Importers will need to pay the environmental fee within 15 days after the goods are imported, while domestic producers are required to do so quarterly, by the 15th of each reporting period.

The Ministry emphasizes that the funds collected from the environmental fee will be directed towards developing infrastructure for waste recycling and creating an effective ecological system in the country.

The agency also warns of the consequences for late payment of the fee, including penalties and fines for each day of delay in accordance with current legislation. The Ministry of Natural Resources strongly recommends that all market participants adhere to the new requirements and plan their calculations in advance to avoid violations and ensure the proper functioning of the EPR mechanism.
