A system for early detection of biological threats will be created in Kyrgyzstan

The Government of Kyrgyzstan has announced a draft resolution that will be discussed by the public. This document, titled "On Approving the Procedure for Preventing and Mitigating Biological Threats," has been developed in accordance with the Law "On Biological Safety in the Kyrgyz Republic," which was adopted in January 2025.

As part of the project, a comprehensive structure is proposed for monitoring, detecting, and responding to biological threats. The Ministry of Natural Resources, Ecology, and Technical Supervision is suggested as the main state body responsible for biological safety, which will interact with the Ministry of Health, civil protection services, meteorological institutions, customs authorities, and regulatory bodies in the field of veterinary and phytosanitary safety.

The document also proposes the creation of a unified digital system for exchanging information about potential biological threats. Interaction with government bodies of other countries that are part of the Eurasian Economic Union, as well as with international organizations, will also be part of the system.

The draft includes measures for regulatory control and monitoring of the handling of pathogenic biological agents, licensing, as well as educational programs for the population.

Preventive measures are planned to be implemented, such as vaccination, sanitary and epidemiological activities, laboratory diagnostics, risk monitoring, and the development of early detection systems for infectious threats.

The document defines five levels of biological threats: critical, high, medium, acceptable, and low.

Additionally, requirements for the physical protection of potentially hazardous biological facilities will be established, including access control, video surveillance, autonomous power sources, and waste disinfection measures.

The project also includes the creation of a register of biological agents, a system for their accounting and traceability, as well as rules for the disposal of hazardous biological materials, including smuggled or lost samples.

According to the justification note, the adoption of this document will allow for the creation of a unified system for preventing biological threats, ensure the early detection of dangerous infections, and reduce the risk of biological emergencies.
