
According to information from the customs authority, the implementation of this system is aimed at organizing the movement of freight transport and reducing the multi-kilometer traffic jams that regularly occurred in the area of the checkpoint.
At certain times, the length of the queues reached 25 kilometers, which created a significant burden on the road infrastructure and negatively affected the ecology near Lake Chatyr-Kul.




The new mechanism involves the preliminary registration of trucks and the formation of their order of passage through the border. Vehicles will wait in the 'Kara-Bulak' zone, from where they will be sent to the checkpoint according to the electronic queue.
The initiative is being implemented in accordance with the Cabinet of Ministers' resolution No. 401, dated July 8, 2025, as well as within the framework of activities aimed at developing the concept of the Customs Service of Kyrgyzstan for 2026-2030.
The Deputy Chairman of the State Customs Service, Kiyalbek Mukashev, also familiarized himself with the process of modernizing the infrastructure at 'Torugart'. In particular, work is underway to create an inspection and examination complex, reconstruct administrative buildings, and expand the territory of the checkpoint.
Additionally, a new waiting area for participants in foreign economic activity has been opened at 'Torugart', which is expected to improve working conditions for carriers, company representatives, and other businessmen.
