The initiator draws attention to the need for measures to preserve and capitalize on this traditional drink. Kumys is not just a simple beverage; it represents a cultural and intellectual heritage that has accompanied the formation of Kyrgyz identity and statehood for centuries. It has now become a symbol known as "Kyrgyz kumys." Moreover, kumys possesses unique properties that aid in rehabilitation, increase hemoglobin levels, and improve the immune system, which could serve as a foundation for the development of medical tourism and a network of specialized kumys treatment centers.
"Every national brand is an investment asset and a reflection of the state. This draft law aims to prevent 'visual parasitism,' where foreign producers use Kyrgyz ornaments and symbols to sell low-quality products, leading to losses in investments, time, and international prestige," emphasized the deputy.The proposed measures include the creation of elite product standards (categories A, B, C), which will allow only products of these categories to use the national flag on their packaging. Attempts to counterfeit products using this symbol will be considered a crime.
Additionally, the draft law provides for the protection of the "investment persona" and the fight against unfair marketing. Amendments have been made to the Law "On Consumer Rights Protection," the Patent Law, and the Code of Administrative Offenses, introducing a ban on the use of Kyrgyz ornaments and symbols on goods produced abroad.
To attract investments in the production of sublimated kumys, tax holidays for three years and a 50% exemption on export profits are proposed. Mechanisms for purchasing and storing milk during periods of low prices for sale in conditions of shortage or for export are also provided.
The draft law envisions the creation of a National Council, within which government bodies and businesses will jointly develop a brand code, export strategies, and distribute measures of state support.
According to the author, the proposed measures will help:
- attract investments to the industry;
- clean the market of counterfeit brands;
- protect the interests of domestic producers;
- legalize ethno-tourism related to kumys treatment centers.
