This situation raises serious concerns, as it creates the possibility for the election of candidates who may use financial incentives to attract voters.According to the proposal, the president will be able to introduce incentives for active voters when appointing elections to the Jogorku Kenesh and for the presidency. The main measures include:
- the accrual of digital soms to voters who actively participate in voting, to pay taxes, fines, and fees for state services, the amount of which will be determined by the president or the Jogorku Kenesh;
- funding local initiatives from the republican budget for local self-government bodies where voter turnout is 70% or more, in accordance with the procedure established by the Cabinet of Ministers;
- provision of free public transport for all citizens on election day.
- the use of employees and staff of educational and medical institutions to support candidates;
- the publication of materials not paid for from electoral funds in the media and campaign materials during the election period, however, a candidate may share non-campaign materials on social media before the start of the election campaign.
The regulations for payments from this fund will be determined by the Central Election Commission.
Furthermore, it is proposed to clarify that expenses for the meals of campaigners, trusted persons, and observers do not relate to electoral activities and cannot be paid from the electoral fund.
It is also planned to reduce the number of campaigners for candidates from 1,000 to 500 people.
Additionally, it is proposed to abolish the provision on the early termination of a deputy's powers in the event of the cessation of a criminal case on non-rehabilitating grounds, except for:
- minor or less serious crimes committed through negligence;
- cases where the victim refuses to support the prosecution or an agreement is reached with the accused, in accordance with the criminal legislation of the Kyrgyz Republic.
