Essence of the Proposals
It is proposed to make the following amendment to the selection process for participants in the "Menin üüm" program:Individuals serving in law enforcement agencies or the military may participate in the program, regardless of their service region, provided they meet all established criteria and application submission rules.
Reasons for the Changes
The initiator of the changes, the State Service for the Execution of Punishments, emphasizes that law enforcement officers work under high workloads and certain restrictions. Their official duties require relocation and work in various, often remote and hard-to-reach regions of the country, which is not always within their control.According to current rules, if an employee voluntarily changes their place of service, they are excluded from the program queue and must reapply, indicating the new region.
"In the context of long mortgage lending terms (up to 25 years), linking participation in the program to the location of temporary service significantly restricts the housing rights of law enforcement officers. Removing territorial restrictions will ensure equal access to the program for this category of individuals, regardless of their temporary deployment," the initiator notes.
Additionally, the introduction of this norm has important strategic significance, as it contributes to the retention and enhancement of human resources in law enforcement agencies.
It is emphasized that this legal initiative is a socially and strategically justified step by the state aimed at ensuring equal rights for law enforcement officers with citizens, enhancing their social protection, as well as strengthening morale and personnel stability.
