Deputy Foreign Minister of Russia Mikhail Galuzin stated that the country is open to discussing the idea of temporary external administration in Ukraine under the auspices of the UN, as reported by TASS.

In his opinion, such an initiative could facilitate democratic elections in Ukraine and the formation of an effective government with which Russia could sign a sustainable peace treaty.

Galuzin also noted that the concept of external administration is not new and was mentioned by President Vladimir Putin as one of the options for resolving the situation.

Additionally, the deputy minister expressed Russia's readiness to ensure security on election day, excluding missile strikes. He emphasized that the opportunity to vote should also be provided to the 5-10 million Ukrainians located in Russia.

He cited examples from historical experiences in regions such as Eastern Slavonia, Baranja, Western Srem, East Timor, and Cambodia, which demonstrate the possibility of temporary administration.

“The transfer of territory management to UN control usually occurs in several stages and requires the fulfillment of certain conditions,” he explained. “Initially, it is necessary to reach an agreement between the conflicting parties, either directly or through intermediaries, on the transfer of authority to the UN for temporary administration. Further steps and their content can be discussed by the parties,” he added.
