He reminded about the significance of the parliament during the events of 2020 and emphasized that much depends on the speaker of the Jogorku Kenesh.
“If he had not allowed the address of 75 people to be considered in parliament, there would have been fewer problems. The parliament should not determine the terms of the president's powers or interpret the Constitution. In such cases, one could appeal to the Constitutional Court, avoiding disputes and not putting deputies in an awkward position. In times of crisis, the parliament should function as a political center, and the speaker must act as a crisis manager. His task is not to push deputies to extremes but to find fair solutions and call for peace,” the deputy noted.
Furthermore, Talant Mamytov added that “regardless of existing relationships and agreements, the law must come first.” He emphasized that the people elect the president, who must fulfill his duties, while the parliament, in turn, should support correct and fair decisions and rectify mistakes, conveying the voice of the people.
It should be noted that earlier, a group of public figures and officials appealed to President Sadyr Japarov and Speaker Nurlanbek Turgunbek uulu, requesting the immediate initiation of new presidential elections. This address was signed by 75 people.
After that, Kamchybek Tashiev was relieved of his duties as head of the GKNB. The president commented on his decision, noting that it was related to the actions of the authors of the "address of 75 people." There was also information about a possible resignation of the speaker of the Jogorku Kenesh, Nurlanbek Turgunbek uulu, but this information was denied in parliament.
Nevertheless, just two days after the resignation of the head of the GKNB, Nurlanbek Turgunbek uulu announced his voluntary departure from the post.
