According to this agreement, a Universal Center will be established in Tashkent, which will include the Center for Information Security and the Center for Combating Transnational Organized Crime, located in Bishkek.
The Council of Heads of State of the SCO member states has the right to open additional subdivisions of the Universal Center on the territory of the participating countries if necessary.The function of the Universal Center is to ensure constant interaction between the competent authorities of the participating countries and to coordinate efforts to combat security threats such as terrorism, separatism, extremism, and transnational organized crime, which also includes their manifestations in the information space. These actions are supported by the relevant international legal norms established by the UN and the SCO.
The Universal Center will operate as a legal entity and will have the right on behalf of the director to:
- enter into civil law contracts;
- acquire and manage movable and immovable property;
- open bank accounts in various currencies;
- represent interests in judicial instances as a plaintiff or defendant.
Funding for the operations of the Universal Center will be provided from the SCO budget.
