Trump invited Tokayev and Kazakhstan to the World Council on Gaza

According to Washington's plan, the World Council for Gaza will engage in strategic oversight, mobilization of international resources, and ensuring peaceful development in the region. In addition to Kazakhstan, several other countries have also joined the Council, some of which have already confirmed their participation.

As explained by Akorda, the information was not disclosed earlier for ethical reasons and was awaiting official statements from the American administration.

According to Bloomberg, Donald Trump plans to offer permanent membership in the World Council for a sum of $1 billion. The main functions of this structure will extend beyond the reconstruction of the Gaza sector, as reported by sources from Exclusive.kz.

Initially, the Council was conceived as an entity to oversee the post-war reconstruction of Gaza and manage the technocratic administration of the region. On Friday, the U.S. administration presented the lists of participants for two subordinate structures of the Council — the Executive Committee of the World Council and the Executive Committee for Gaza.

At the moment, the World Council itself has not yet been formed, but it is known that it will be headed by Trump, who will also decide whom to invite to its membership. Invitations have already been extended to leaders such as Argentine President Javier Milei, Canadian Prime Minister Mark Carney, and Turkish President Recep Tayyip Erdoğan. Additionally, Reuters reports that the invited leaders also include the heads of France, Germany, and Australia, as well as European Commission President Ursula von der Leyen.

The Atlantic notes that the charter of the World Council does not mention Gaza, despite the fact that this body has a two-year UN mandate for the reconstruction of the sector. The term of office for Council members is three years, and the contribution of $1 billion in the first year effectively makes this position permanent, indicating the ambitious intentions of the structure's creators.

The phrase "a lasting peace requires a pragmatic approach, sound decisions, and the courage to abandon methods and institutions that have too often proven ineffective" hints at the Council's strategy. The preamble of the charter also emphasizes the need to create a more flexible and effective international body for establishing peace, which, according to an unnamed diplomat, can be interpreted as "Trump's UN," ignoring many key provisions of the UN Charter. Trump has repeatedly criticized the UN for its lack of effectiveness.

According to the charter, the main management powers in the World Council will be held by the chairperson — in this case, it will be Donald Trump. Although decisions are to be made by a majority vote on the principle of "one country — one vote," they will be approved by the chairperson.

Voting will take place at least once a year, and the chairperson will be able to convene additional meetings and set the agenda. Trump will also have the right to exclude members from the Council, which can only be blocked by a two-thirds vote.

The charter does not specify how exactly the contributions of $1 billion, which convert temporary membership into permanent, will be used, however, one U.S. official told Bloomberg that these funds will be directed towards the reconstruction of Gaza.

Trump plans to officially launch the World Council at the economic forum in Davos, which will take place from January 19 to 23, according to information from Axios.
