A draft law has been presented to the Jogorku Kenesh that proposes changing the status of ten settlements in the Batken, Osh, and Talas regions to "ayil." This bill aims to alter the administrative status of several villages.

According to the proposal, the following settlements may be classified as "ayil":

• Bakai, Alty-Adyr, and Orto-Sai from the Batken district;
• Alymbek Datka from the Aylai district of the Osh region;
• Ak-Bosogo, Birimdik, Dostuk, Jashtyk, and Intymak from the Aravan district;
• Balikchi from the Aitmatov district of the Talas region.

The necessity of changing the status has been confirmed by the results of citizen meetings, decisions of village councils, and district administrations, as well as by the authorized representatives of the president in these regions. The interdepartmental commission on administrative-territorial structure and geographical names under the cabinet of ministers approved this issue on September 5, 2025.

The scientific conclusion of the National Academy of Sciences indicates that the proposed names are already actively used by the local population and have become firmly established in everyday life. An environmental assessment also confirmed that changing the status will not pose a threat to the environment in these regions.

The population of the mentioned villages ranges from 200 to 3,200, and the distance to the district centers varies from 2 to 75 kilometers.

If the law is adopted by the parliament and signed by the head of state, it will come into effect ten days after its official publication.
